Abstract

The article presents an overview of the main changes in the legal regulation of public relations in the field of real estate management and housing and communal complex, state registration of real estate, state cadastral valuation, regulation of land relations, construction and urban planning from January 1, 2023 to March 31, 2023.
 Changes include: the entry into force of amendments to the Law on State Registration of Real Estate; the introduction of regulations on the state cadastral assessment of buildings, premises, structures, construction in progress, parking spaces in 2023; the introduction of regulations aimed at extending the features of regulation of land relations; the introduction of methods for determining the estimated cost of construction using federal unit rates and their individual components; establishment of the procedure for the formation and maintenance of the information resource of the federal targeted investment program; determination of the procedure for the implementation of fe­deral state control (supervision) in the field of safe use and maintenance of hazardous technical devices of buildings and structures; exclusion from the list of acts that are not covered by the mechanism of the “regulatory guillotine” of a number of regulatory legal acts; determination of the procedure for conducting electronic auctions for sale of a land plot in state or municipal ownership; introduction of the Methodology for determining the amount of payment for the creation of an artificial land plot; change in the conditions for providing personal data of real estate owners to third parties; regulation of certain issues in the field of urban development; change in the procedure for organizing and conducting non-governmental expertise of project documentation and engineering survey results; introduction of Rules for connecting (technological connection) of capital construction facilities to telecommunication networks; changing the Rules for establishing and determining the standards for the consumption of utilities and the standards for the consumption of communal resources consumed during the use and maintenance of common property in an apartment building; clarifying certain provisions concerning the overhaul of common property in an apartment building; innovations in the calculation of tariffs in the field of water supply and sanitation; the introduction of a new federal assessment standard “Assessment of intellectual property and intangible assets (FAS XI)”.
