Abstract

In this chapter, we have constructed a theoretical model of the future development of basic education in China—“Three-Power Model”. “Three-Power Model” is presented after analyzing the role of decision-making power in regional promotion of basic education, the significance of the leadership power in high-quality development of schools, and the importance of the learning power in students’ development. “Three-Power Model” is a strategic development form of regional basic education. It is a theoretical system and practical model to explain and guide the reform of regional basic education in China. Through the construction of the “Three-Power Model”, we strive to achieve substantive adjustment of the relevant structure of basic education in China and fundamental transformation of the original education system. Practical exploration in recent years has proved that the “Three-Power Model” is an important symbol of China’s basic education reform in the period of great strategic opportunities.
