Abstract
The use of the competency-based approach in education is very recent; it is also a somewhat hasty implementation for educational work that shows gaps not only in its conceptualization, but also with regard to the instruments upon which it is based. In the case of the planning for study programs, it has become a gateway for a return to the behavioral and efficiency-based perspective in education. There is a lack of clarity with regard to the creation of a curriculum; at the same time, the idea of relying on verbs and performance indicators prevails in several documents. In this paper, the author puts forward a proposal for the elaboration of programs which aim to articulate a pedagogical emphasis on skills from a didactic perspective on the teaching profession; in this way, in addition to recovering historical elements associated with this way of thinking, the author aims to contribute to the new didactic movement.
