Abstract
It is shown that if, as required by QCD, collision probabilities and multiplicities relatively increase with energy at small values of the collision impact parameter, the KNO multiplicity scaling must be violated with the normalized moments C q ≡ 〈 n q 〉/〈 n〉 q increasing with the energy and the rate of increase increasing with q.
