Abstract

The following remarks were prepared to introduce the presentation of the distribution of powers in the German and the Swiss federal systems. As the German speaker could not present his contribution, I had to fill the gap giving a short presentation of the German constitutional situation, and thus to renounce on my planned introduction. Nevertheless, as the German contribution maybe read in this volume, it seems useful to me to present my prepared introduction regarding the situation of constitutional courts of federated entities (Cantons, Lander, regions, autonomous communities) in federal and regional states, because it appears as a characteristic and a typical problem of the two-level system.
