Abstract

In general it is possible to single out three basic groups of problems regulated by the constitution and directly related to the socio-economic development of the country. Firstly, property rights, their structure and guarantees. Secondly, citizens’ social and economic rights and guarantees. Thirdly, the regulation of fi scal problems. All these three groups somehow refl ect the connection between the rights and opportunities of the state and the individual, and in some cases they directly defi ne the economic role of the state, its opportunities and the limits of intervention by the authorities in the economic process.
