efore Great Britain returned Hong Kong to Chinese sovereignty in 1997, B democratic reforms had been introduced in the colony. Major democratic reforms were carried out when the last British governor, Christopher Patten, introduced his constitutional package in 1992. Those reforms included expansion of the electoral franchise in elections to the legislature (called the Legislative Council) and the abolition of appointed membership in district boards and regional councils.
