Abstract

This study develops the hypotheses that institutional goal consensus may not always support institutional effectiveness, and that diverse goals may serve important organizational functions. The paper categorizes goals identified in semi-structured interviews with leaders in a national purposive sample of institutions of different types, then analyzes the effects of organizational characteristics, institutional roles, and communication processes on the development of either consistent or diverse goals between and among campus leaders in colleges and universities.
