Abstract

The purpose of this article is to identify some of the research questions which arise when consultation services are introduced in school systems. Specifically, questions that arise from introducing pre-referral and in-service consultation are discussed. It is emphasized that unique problems are encountered when consultation is implemented system wide. These problems need to be empirically evaluated across each organizational level of school systems. Conclusions are drawn suggesting the need to adopt formal methods for institutionalizing consultation in the schools.
