Abstract

The 99th Congress convened on Jan. 3, but it really won't get down to business until after President Reagan is sworn in for his second term on Jan. 20. It has on its plate a number of issues, most of them leftovers, that did not get resolved in the 98th Congress. First and foremost of these is the federal deficit, for which there is no easy answer. Nor is there the unanimity that existed back in 1981 when Reagan was new to his office and the Republicans had recently assumed control of the Senate. Then massive budget and tax-cutting bills were enacted with relative swiftness. It will be much harder this year. For the chemical community, how Congress reacts to the disaster in Bhopal, India, will be of prime concern.
