Abstract

NEGOTIATIONS TO REACH A compromise national energy bill began in earnest last week with a large meeting of congressional staff, representing the 58 Congress members who were selected just days earlier to serve on a House-Senate conference committee. The negotiations will be fast because the conference committee chairmen, Rep. W.J. (Billy) Tauzin (R-La.) and Sen. Pete V. Domenici (R-N.M.), want conferees to resolve differences in House and Senate bills and to send a final bill to President George W Bush by Oct. 1. To this end, the chairmen say they will hold closed-door meetings to hammer out agreements on most provisions and only go public with the big issues. Democrats have objected, saying they want an open, more paced process with time to debate differences. Domenici and Tauzin rejected this request. Conferees also overcame an attempt by Rep. John D.
