Abstract
“What research priorities has the Department of Energy set?” “Does an adequate peer‐review process exist?” These questions were asked by James H. Scheuer (D‐NY), chairman of the House Subcommittee on Environment of the Committee on Science, Space, and Technology to witnesses at a Fiscal Year 1992 budget hearing for the Department of Energy's Biological and Environmental Research (BER) program on March 21.The hearing was held, Scheuer said, “as part of a larger effort to work with DOE to ensure that the nation receives the best research for every dollar invested.” He is very interested in evaluating the adequacy of peer review at DOE as “an essential ingredient to cost‐effective research.”
