Abstract

At Journal press time, Congress passed a massive spending bill, which funded all federal agencies, including the National Institutes of Health. The following article provides background on the debate leading up to the bill's passage. The final version of the bill provides $2.382 billion for the National Cancer Institute in fiscal year 1997.
