Abstract

The midnight oil was burning on the first day of October as the House and the Senate worked 16 hours straight in the push to adjourn for the elections. Given that amount of time, a lot of legislation can be acted on and that's just what happened: The Senate acted on 108 pieces of legislation, and the House, 42. Not all of the legislation passed could be considered of great importance. But the final week saw the revival of several bills that had been languishing for months. Congress cleared legislation promoting the formation of export trading companies; setting final fiscal 1983 funding levels for the National Science Foundation and National Aeronautics & Space Administration; authorizing Environmental Protection Agency RD and, most critically, providing funding for all the federal agencies whose appropriations bills had not been passed by the beginning of the fiscal year.
