Abstract

This analysis of recent developments in family policy is based on the application of the Smelser and Halpern model of change. The model includes such concepts as cultural values, ideology, purposive group action, and structural relations. These are placed in a framework that includes a novel situation, differing perceptions of the situation, the mobilization of activity around different perceptions of the situation, and social action. The application of the model provides a means for unraveling some of the contradictions and confusions of recent political and organizational developments concerning families. Such unraveling not only aids in better understanding the current policy situation with respect to families, but also aids in illuminating the complexities of the model.
