Conference Speech: Ministerial Advisers - Influences on the Executive and Accountability Mechanisms

Abstract

This paper argues that ministerial advisers are increasingly exercising executive power beyond what is allowed in the Ministerial Staff Code of Conduct and should therefore be subject to accountability mechanisms such as appearing before parliamentary committees and judicial review.
