Abstract

A conditional access system (CAS) specification for satellite and terrestrial digital broadcasting in Japan has been developed and in operation since December 2000. The specification assumes there are two or more digital broadcasters and they have different business models. It enables them to do business on a common platform, by ensuring that the portion that does not relate to the security functions has been made as much as possible, into an open standard. The system features a three-layer key structure, MULTI-2 as a scramble algorithm,and an IC card as the security device of a receiver. Moreover, the rights protection system has been standardized for this CAS system and has been used in operation.
