Abstract
Summary form only given. Nature abhors energy free vacuum as predicted by the uncertainty principle. Energetic vacuum fluctuations in the form of virtual particles or the EM field manifest themselves in the form of the Casimir effect. Electrons as conductors are also acted upon by the Casimir force and this can be strong enough to overpower the repulsive Coulomb force thereby resulting in attraction between the electrons. This balanced interaction can result in the formation of clusters or packets of electrons. Once these packets of electrons are formed they provide unimaginable solutions to any possible sector of technology. These packets of charge are free and can be used for transferring charge between varying potentials even without a conductor and just through plastic tubes. This paper gives a broad outline of the formation of these packets and poses questions for further research.
