Abstract

This chapter presents the book's conclusion regarding the states' duties to prevent and repress terrorism while complying with existing international law, particularly international humanitarian law (IHL), international humanitarian rights law (IHRL), and international refugee law (IRL). It also outlines the recommendations of the International Bar Association's Task Force on International Terrorism on preventing terrorist attacks, the obligation to prevent and repress terrorism in accordance with international law, preventing violations of IHL in counter-terrorism operations, preventing violations of IHRL in counter-terrorism, ensuring accountability for terrorist attacks, ensuring accountability for violations of IHL and IHRL committed in counter-terrorism, and implementing victims' rights to remedies and reparations.
