Abstract
AT the time the Conciliation Branch of the Municipal Court of Cleveland was opened, in March, 1913, it could be said that there was no place in the United States where there was assurance that cases involving small amounts would be tried with that economy in time and fees which is essential to real justice. President Taft had spoken and written emphatically concerning the need for doing justice for the large number of people who can never be parties to any but petty litigation. It is interesting to reread a few sentences penned by the great American who is now Chief Justice of the United States:
