Abstract

Dialogue and urban project in Hautepierre (Strasbourg) : structuring a participatory democracy. This article deals with the gradual impact of vocabulary and actions inspired by sustainable development within the urban renovation project (PRU) in Hautepierre, a district of Strasbourg. Through analysing some phases of the dialogue with the inhabitants, it analyses how participatory democracy, the fourth pillar of the “sustainable town”, highlights the social stakes within the environmental issue. While citizen participation is a standpoint which is becoming increasingly widespread within local government, in particular for issues relating to urban renewal districts, we can wonder whether it relies on a decision to take the opinion of different social groups into account or whether it is based on channelling and taming their action.
