Abstract
1. China's war of liberation has basically achieved victory throughout the country. The entire Central-South area, with the exception of Hainan Island, has been liberated. Now, aside from the military task of successfully completing the liberation of Hainan Island, our army should gradually relieve all the troops of their combat duties in order for them to go into training and production. Those troops that are undertaking bandit suppression have also basically completed their task in some parts of the provinces. In the parts of those provinces where the bandit situation is still relatively serious the troops should strive to complete their suppression within the first half of this year. Work teams will then finish up land reform in due course. Our army's responsibility towards training and production should therefore be considered as a long-term and main responsibility, both now and in the future, with the goal of building an army for national defense and participating in the national economic construction.
