Abstract
Paper reviews development of gerrymandering solution legislation including review by United State Supreme Court and difficulties raised by individual Justices. Problem is defined in context of reflexive logical system that can be solved best by eliminating political decision consideration from the redistricting process. It proposes a set of factors non political that are weighted to allow for a proposed solution that withstands objections raised.
