Abstract

This chapter summarises the main factors which prompted governments to introduce competition in telecommunications. It discusses the main types of institutions and rules which can be used to implement and maintain competition in the telecommunications sector or to prevent telecommunications operators from abusing their power. It also presents seven specific criteria or objectives which can be used to evaluate different regulatory frameworks for telecommunications.
