Abstract
In this study, participatory planning is regarded as conflict management, and the concepts such as “imasimulation, ”“emergence”and “execution” are discussed from the viewpoint of conflict management Game theory is used for analyzing a conflict, and the concept of “a stage of a conflict (Scope)” is proposed.Scoping is defined as the dynamic process for changing the structure of a game, and the process is formulated as a conflict management model.
