Abstract

The article presents a conceptual model of the formation of an effective organizational and economic mechanism for the use of degraded and unproductive agricultural land. To achieve the strategic goals of the model, a complex combination of administrative, organizational and economic tools is recommended. The emphasis is made on creation of a state ecological fund, introduction of conservation easement and ecological propagation.
