Abstract

The Tokyo Metropolitan Government is among the early pioneers in the application of computers to local government in Japan. Its computer use is extensive, with 130 computers installed in some 16 different departments of the metropolitan government and over 320 different government operations automated. This scope and scale of activity has resulted in a complex data processing environment where it has been necessary to specify the functions of ‘departmental’ and ‘central’ computer sections.
