Abstract
Modern international operations and missions are typically complex. Therefore, comprehensive and integrated use of the full spectrum of political, military and civil instruments of power is essential for the resolution of conflicts.Managing crisis situations solely through the use of military force in the post-Cold War conflicts proved rather ineffective, bringing no considerable improvement to the security situation. The military provides conditions for the normalisation of political, economic and social circumstances that significantly affect the improve-ment of security in crisis areas. NATO is introducing comprehensive operational planning which supports a comprehensive approach of international community to the resolution of complex crises. Comprehensive operational planning favours a more efficient use of military and non-military instruments of power for the realisation of the Alliance goals set by the international community. The Alliance success depends on how successful NATO will be in its endeavours to support the comprehensive approach of the international community.
