Abstract

In order to effectively improve the safety management level of water environment treatment projects and reduce the incidence of safety accidents, we propose a comprehensive safety management method PNCC (predict, notify, check, control) based on KYK (kiken yochi katsudo, i. e., hazard prediction activities), causal analysis, analytic hierarchy process, 5S (seiri, seiton, seiso, seiketsu, shitsuke, i. e., sort, straighten, shine, standardize, sustain) and PDCA (plan, do, check, action) theory. During the implementation of PNCC, new technologies such as quick response code, video surveillance system and controlling safety APP are applied to promote the realization of full-staff, whole-process, all-round management and continuous improvement. The PNCC model is successfully applied in the Maozhou River Water Environment Treatment Project. The proposed theory and safety management techniques can also be applied to other construction projects.
