Abstract
Evaluation index system of cyclic economic development is established from five aspects like economic and social development, reduced resource input, cyclic utilization of resource, emission reduction of pollution and resource environment safety. Each index weight is determined based on entropy value method and comprehensive evaluation on cyclic economic development of Liaoning is performed. The results show that the developmental level of cyclic economy of Liaoning has taken an overall increasing tendency since 1998, but the difference of developmental level of each index is obvious. The industrial structure of Liaoning province shall be adjusted according to the development patterns of cyclic economy. The economic development way shall be changed effectively and fiscal policy, laws and regulations shall be perfected gradually, financial support strength of cyclic economic development shall be increased and technical support system promoting cyclic economic development shall be established and perfected.
