Abstract

Traditional risk evaluation on special equipment primarily used the technical reports of equipment safety performance evaluation, lack consideration of management, staff, equipment and operating environment. Besides, traditional evaluation simply adopted a qualitative or quantitative evaluation method which is not comprehensive and systematic. Based on coordination theory, this paper has constructed a 2-dimensional and 4-level evaluation system, which includes the probability of accidents and the seriousness of its consequences. The evaluation of accident probability emphasizes the coordination of the “management - staff - equipment - environment” system, while the evaluation of the seriousness emphasizes the comprehensiveness of the influencing factors. In addition, we use both quantitative and qualitative evaluation methods to make the results more credible, and propose the classified management method, which helps companies develop appropriate solutions to prevent accidents effectively.
