Abstract
In order to solve the non-lethal uncertainty of non-lethal water cannon weapons during the law enforcement at sea, various factors affecting the effectiveness of non-lethal water cannon weapons were introduced, and a non-lethal-based performance evaluation index system was established. Based on the analytic hierarchy process and the fuzzy comprehensive factor evaluation method of fuzzy mathematics, the comprehensive combat effectiveness of the water cannon is evaluated. The evaluation theory is feasible and practical for evaluating the effectiveness of non-lethal water cannon weapons, and provides a new idea for the evaluation of the effectiveness of other non-lethal weapons.
