Abstract

Bit rate control is an important step in the video encoding process in that it transforms a variable rate bit stream into a constant rate one for communication channels or storage of fixed bandwidth. The authors propose a hierarchical approach to this problem based on a novel method to characterize the activity or complexity of the image sequence. They introduce a local discrepancy measure, AME (average of maximum 10% of mean square error) of the macroblock. The method performs better than the others in AME with similar mean square error per pixel. >
