Abstract
A quantification process has evolved for evaluating Indian reserved water right claims. Court decisions have held that the economic feasibility criterion is to be used in determining “practicably irrigable acreage.” There are enormous potential impacts associated with the quantification of these reserved rights. Standards for reserved rights quantification are advocated which are consistent with economic welfare principles and in harmony with political and legal precedents.
