Abstract

The idea to compensate for a loss of environmental values from planning decisions is rather new. Until now there are no formal regulations regarding such an approach in the Netherlands. However spatial planners increasingly include the possibility for compensation in their plans and actually plan to carry out compensation projects following planning decisions. This paper firstly discusses the concept of compensation. Secondly, Dutch national policy regarding planning in rural areas will be discussed. Particular attention will be given to the National Structure Scheme, which contains a commitment to environmental compensation. In addition, a practical example of compensation for environmental damage will be discussed concerning the construction of a new highway between the Dutch cities Eindhoven and Oss. © 1997 John Wiley & Sons, Ltd and ERP Environment.
