Abstract

The analytical framework of ‘Europeanization’ is used to assess whether and how European Union (EU) conditionality has compelled Albania to curb irregular emigration. Engaging the countries of origin and transit in the control of migration flows is a policy issue of high priority on the EU agenda. I select the case of a target country where the domestic equilibrium is not conducive to an interest of policy-makers in the strict control of emigration to EU states, i.e. a case of significant misfit that allows for the isolation of EU influence. The article accounts for Albanian migration policy change by testing the explanatory factors of Europeanization research in this particular context.
