Abstract

Since the structural flood mitigation measures are limited due to climate change, preemptive measures are recently required by the flood vulnerability assessment, one of the nonstructural countermeasures to floods. Although the vulnerability assessment theory to climate change in IPCC (2001) is widely used for the flood vulnerability assessments, there is limited research on the effect of the classification schemes for vulnerability components on flood vulnerability evaluation outcomes. This study has therefore compared the two flood vulnerability results for 231 administrative districts in Korea under study, for which the one is a combination of the three vulnerability components to climate change such as exposure, sensitivity, and adaptability capacity, while the other is a combination of potential impact as a function of exposure and sensitivity along with adaptive capacity indicators. The results of this study are expected to provide basic information for selecting alternatives in flood mitigation plans.
