Abstract

This study examines the racial characteristics of homicides occurring in Louisiana's Caddo Parish ( the Shreveport area) during the 21 years from 1988 through 2008, and then compares them to the racial characteristics of all murder cases prosecuted during the same period. Are the prosecuted cases a statistically random, race-neutral subset of the homicides that occurred? We find that there is a less than one-in-ten-thousand chance that the prosecuted cases are a racially random sample drawn from the homicide group. For example, 84% (61 of 73) of black-on-white homicides produced death-eligible cases, versus 24% (193 of 795) of all other homicides.
