Abstract

At his own request, the regional minister of Health and Consumer Affairs of the Basque Government appeared before the Health and Consumer Affairs Commission of the Basque Government and the Health and Consumer Affairs Commission of the Basque Parliament to present the program to be developed by the Department of Health and Consumer Affairs during the Ninth Legislature. The program's contents are distributed into two large sections: diagnosis of the situation and strategic lines. The section on diagnosis analyzes the following topics: health indicators and changing surroundings; health expenditure and the economic situation; citizens’ experience of health services; level of resources and attendance rates. The strategic lines include strengthening of values and of the ten strategic areas for intervention: investing in health as a motor for social and economic development; actively influencing health determinants, risk factors and healthy life styles; reinforcing the role of the citizen, encouraging citizens to take responsibility and promoting patient autonomy; defending consumers’ rights; consolidating the care of the chronically-ill; developing integrated healthcare organizations and improving the continuity of care; developing the technologies that facilitate and improve daily practice and self-care; increasing health professionals’ involvement in management; promoting research and innovation; and achieving the effective running of the public health service. The plan is ambitious but feasible and aims to involve all the civil servants and professionals of the Basque health service. The plan reiterates the Department's disposition to establish a fluid, permanent and constructive dialogue with the Health and Consumer Affairs Commission of the Basque Parliament.
