Abstract

Two types of neighborhood organizations emerged in University City, a St. Louis suburb, as blacks moved into the middle-class, prestigious community after 1963. Neighborhood associations emerged through the support of the city government; community schools were supported by the school district.Neither type of oranization has been used as a vehicle for mobilizing neighborhood residents for solving neighborhood or community problems, with several isolated exceptions. Attempts by the Community Development Specialists, from the University of Missouri Extension Division, to encourage organization leaders to engage in problem solving mostly failed. Observations are made regarding the characteristics of these organizations in the suburban community.
