Abstract
The problem of poverty is one of the development policy targets in each region so that the income gap becomes smaller. Poverty is a problem in multidimensional development. Poverty is characterized by underdevelopment and unemployment which subsequently increases to trigger income inequality and disparity among population groups. Inequality and widening the gap between rich and poor is impossible to continue because it will cause various problems both social and political in the future. Empowerment is directed to increase the extent to which individuals play a role based on their need to know or demonstrate their work abilities. : The purpose of this research is to described and analyze : (1) Phase of empowerment through weaving bond training process, (2) empowerment program management. This research uses qualitative approach method. Engineering data collection done by observation, interviews, and documentation. Data analysis techniques include the collection of data, data presentation, data reduction and withdrawal of the conclusion The subject is the section of training, training instructors, and trainees. The research results showed that includes the phase of awarness, the transformation phase, and the increasing intellectual ability phase, (2) program management includes preparatin phase, the implementation phase and evaluation phase. Empowerment benefits trainers and trainess. With thihs training further the knowledge, skill, and attitudes of the trainee and social welfare.
