Abstract

The range of public management has greatly exceeded that of traditional public administration, while the traditional paramedic vertical management system has gradually been replaced by the flat horizontal management system. As a result, in public management nowadays, we have to emphasize not only ”efficiency” but also ”value.” Following this trend, more and more public affairs must depend on the ”two-way symmetric communication,” instead of ”one-way communication,” to be accorded with the spirit of modem public management. In the present essay, the author would set out to integrate communication theory into the analytical structure of public management on the theoretical basis of ”humanism.” Further illustrations would be made on the practical and strategic sides of conflict management, so that we can fully explore the roles of communication and negotiation in conflict management.
