Abstract

The 1999 Business Environment and Enterprise Performance Survey (BEEPS), building upon the World Bank’s survey carried out for the World Development Report in 1997 and the ongoing World Business Environment Survey, was designed to assess the quality of governance across 20 countries of central and eastern Europe and the former Soviet Union from a firm-level perspective. The results presented here are based on the survey implemented during the period June to August 1999. From a statistical point of view, the BEEPS seemed to be highly representative and most of all comparable across countries. Results of the given survey presented a very realistic picture of the problematic situation of firms at the end of the last century.
