Abstract

This month's NHTSA Notes describes the findings of a recent NHTSA-sanctioned study of rates in individual states of drivers refusing breath tests of their blood alcohol concentration. Although the results are imperfect (there is no “denominator” data that relate breath test refusals to rates of drunk driving–caused fatalities and injuries), to the majority of highway users who want to be safe on the road, the results of the study are probably discouraging: nationwide, about 25% of drivers stopped for driving while impaired refuse breath tests. 1 National Highway Traffic Safety Administration.
