Abstract
A comment on ''An approach to setting a sulfur standard for coal,'' a paper by S.S. Butcher and D.W. Dixon in the Journal of the Air Pollution Control Association, 31(6):673-675 is presented. The authors of the comment contend that Butcher and Dixon attempted to describe complex relationships regarding, not one single source of sulfur and its respective impact, but instead multiple sources throughout Maine and their combined relative impacts. The authors also maintain that the Butcher and Dixon model does not and cannot address the contribution of sulfur sources outside Maine. The authors recommend that the Maine Dept. of Environmental Protection consider a dual regulation that would allow the small sources, which contribute 15%+/- of the fuel use in Maine to burn conservatively 1.2 lb sulfur million Btu mean coal without extensive modeling analyses and allow large users to demonstrate the acceptability of 1.33 lb/sulfur million Btu mean coal as a long-term average, while meeting all standards and increments.
