Abstract

Daniel Ringelheim, who died early in February, was the director of the Aid to States division of the Bureau of Education for the Handicapped (HEW). In this position, he directed the division which administers grants and supports state programs to educate handicapped children. His duties also required his working closely with state agencies in an effort to obtain compliance with the new Education for All Handicapped Children Act. It was also in his division that the formulation and final drafting of the LD regulations were accomplished. After the final regulations had been written, Ringelheim talked to the Journal of Learning Disabilities. A fast-moving, enjoyable conversation ensued that provided a glimpse not only of the realities behind the new regulations but also of Ringelheim's enormous energy and intelligence. As a governmental administrator for years, he well understood bureaucratic realities though he dealt with them in a delightful, open manner. Such personal integrity will be sincerely missed. —G.M.S.
