Abstract
Stable magnetic monopoles formed in phase transitions in the early Universe in general carry colored as well as ordinary (electromagnetic) magnetic charge. We argue that isolated quarks can induce a ``Cheshire'' color electric charge on such monopoles and form colorless finite energy quark-monopole bound states which will exhibit unconfined fractional electromagnetic electric charge.
