Abstract

Ed. Note:--Japan's advance in Southeast Asia at once raises the question of the part to be played by the colonial peoples of this area in the course of the war and the peace beyond the war. This complex problem involves, inter alia, consideration of the colonial policy of the Western governments. In the follouing article some of the difficulties of the educational side of that policy are discussed by an administrator of wide experience.
