Abstract

Since 1957, colleges and universities across the nation have carved out a responsibility system in which the administrative affairs committee is headed by the college president under the Party committee's leadership. Actually, the Party committee has monopolized everything. After the smashing of the Gang of Four, some institutions of higher education started to practice a system in which the college president assumed responsibility under the Party committee's leadership. As a matter of fact, things have not changed much. We should consider gradually reforming this system and instituting a system in which the college president assumes responsibility under the leadership of the college administrative affairs committee.
