Abstract
This paper presents the theoretical formulation for the propagation of coherent radiation through multiple fibrous layers. Each fibrous layer contains a periodic array of parallel fiber bundles which consist of a large number of closely-spaced aligned Rayleigh limit fibers. The alignment and optical properties of the fibers can be different in each layer. The time-averaged Poynting vector for the coherent scattered radiation is developed by a rigorous solution of Maxwell's equations.
